According to studies, Hawaii has taken first place under the traffic congestion category across the nation in the year of 2012. An elevated rail will be constructed over the next few years to reduce the amount of vehicles on the roads with a low financial budget for the residents and a non-adverse impact on the environment.
Financing the rail project will not be as difficult and stressful as resident came to predict. The local finding mechanism for rail has already been set ever since 2007 and will continue to 2022.The local General Excise and Use Tax (GET) are taxes that are allowed by businesses to pass on to their customers and has been being collected. This will add $3.3 billion for the project and a $1.55 billion from the Federal Transit Administration along with another $248 million in federal transit funds already.
Building rail is a highly recommended option/idea than adding more buses to operate on the island. The amount of money that is needed in increasing much faster than the operation of the rail itself. Constructing the rail will benefit the residents much more since each of the trains will have an occupancy of 400 and more passengers compared to the equivalent of six buses or more that can be occupied by 400 single persons.
Hawaii’s rail transit system will not have an adverse impact on Oahu’s environment. The rail transit will be more green seeing as it would help reduce its dependence on fossil fuels, reduce overall carbon dioxide emissions and keep our air clean. The electrically powered system can be powered by renewable energy sources in the future.
In conclusion, constructing the rail will benefit the people of the state by paying the finances of the rail instead of having the vehicle and non-vehicle owners pay it, reducing the traffic with cars and buses on the road and will not endanger Hawaii’s environment. The rail would actually make an a huge positive impact on Hawaii.

Good start! You need to, however, add more evidence into your body paragraphs. You also need to do a better overall job explaining the impact rail will have. The reasoning you have is only lightly discussed. Also your introduction could be a lot stronger, remember to start broad and then narrow it down to the topic of rail. MS(3-)
